Frank always had a passion for the law, influenced by his love of legal history and courtroom dramas, and his ability to win arguments at a young age. His positive reputation, personal connections, and experience in the insurance coverage arena position him as a thought leader and strong litigator.
Frank A. Valverde focuses his practice on insurance coverage, insurance defense, and construction defect litigation.
Frank represents the nation’s largest insurers in some of their most complex and difficult disputes and has obtained numerous significant legal victories in state and federal courts throughout the nation. In addition, Frank successfully obtained early resolution of many complex insurance coverage cases, helping to avoid the unnecessary protraction of disputes.
Frank represents general contractors, subcontractors and property owners in connection with construction litigation and contractual disputes arising out of private and public sector construction projects. He also routinely analyzes, drafts, and negotiates construction contracts.
Frank is the author of “The ‘Loss of Market’ Exclusion: The Insurer’s Perspective,” which was published by the American Bar Association in 2009.
Frank has also co-authored an article for the American Bar Association’s Tort Trial & Insurance Practice Section Law Journal entitled “Recent Developments In Excess, Surplus Lines, And Reinsurance Law” (54 Tort Trial & Ins. Prac. L.J. 2, pp. 471-492 (2019)).
While at New York Law School, Frank served as an editor of the Journal for International and Comparative Law, where his Note, “The International Internet Rating System,” 20 N.Y.L. Sch. J. Int’l. & Comp. L. 599, was published. He also won the Froessel Moot Court competition and was ranked among the best oralists at the ABA’s Nationals Moot Court Competition. Upon graduation, he was awarded the Justice William Kapelman Memorial Award for excellence in oral argument, and the Ernst C. Stiefel Award for excellence in legal writing.
Frank is a U.S. Army veteran and an ROTC Distinguished Military Graduate.

Frank is active professionally and in the community. He is the general counsel of the Long Island Hispanic Chamber of Commerce, serves on its board, and was recognized as its 2012 Business Member of the Year.
He is also the former president of the Long Island Hispanic Bar Association and served on its board for many years. He serves as the chair of the ABA Tort Trial and Insurance Practice Section Excess Surplus Lines and Reinsurance General Committee. The committee provides informational services to more than 430 professionals in the fields of excess/umbrella insurance, surplus lines insurance and reinsurance.
In 2012, Frank was awarded the Long Island Business News Leadership in Law award for his leadership in the legal profession and in the community. In 2013, he earned The Hispanic Network’s Top Advocate for Latino Empowerment Award for his leadership in the legal profession and in the community.
Since 2019, Legal 500 has recommended Rivkin Radler’s Insurance Coverage practice in the Insurance: Advice to Insurers category. The Insurance Coverage Practice Group since 2016 has been included in the Chambers USA directory in the Insurance: Dispute Resolution: Insurer category.”
